In a mixing bowl, blend together the condensed milk, vanilla, salt, and cocoa powder.In another mixing bowl, with a mixer outfitted with a whisk attachment, whisk the heavy cream until soft peaks just begin to form.
Use a rubber spatula to fold in the ingredients from the first bowl (condensed milk etc) into the heavy cream soft peaks. Then fold in the pecans, chocolate chips, and marshmallows.
Transfer the ingredients to your pan. Then cover the pan with plastic or similar wrap. Freeze the ice cream for at least six hours and preferably overnight.
