Preheat your oven to 375. Prep a rimmed baking sheet with parchment paper that overlaps the edges of the baking sheet.In a medium mixing bowl, use a whisk or a fork to mix together the flour, baking powder, salt, and cocoa powder. Then, in a large mixing bowl, beat together the butter and the two sugars.
Add the dry ingredients from the first bowl to the ingredients in the large mixing bowl. Then add the eggs, vanilla and milk. Beat until just mixed. Then transfer the batter to the lined baking sheet and evenly press it into the pan. Bake for 12-15 minutes until the center of the dough is set. Do not over-bake however. Remove the cookies from the oven and allow to fully cool in the pan.
