Prepare the muffin pan for nonstick. You can use cupcake liners. Preheat the oven to 350.
In a medium bowl, whisk together the flour, unsweetened cocoa powder, and the baking powder. Next, in a mixing bowl, beat together the sugar and the vegetable oil until smooth. Then beat in the eggs, milk and the vanilla extract. Lastly, mix in the dry ingredients from the first bowl until just combined. Bake the cupcakes for 18-20 minutes or until a toothpick comes out clean.
Bake the cupcakes for 18-20 minutes or until a toothpick comes out clean. Allow the cupcakes to fully cool before decorating. Drip the royal icing over the cupcakes to form a 'puddle' (that represents a melting snowman). Then place a marshmallow at the backend of the icing puddle. Decorate your cupcake as desired to look like a snowman.
