Start by preheating your oven to 375 and prepping a large baking dish well for nonstick.
To cook the meat, in a large skillet on medium-high heat, cook the meat, stirring occasionally, until crumbly no longer pink. Then carefully drain off the excess fat from the skillet.
Add the peppers and onions to the skillet and cook for two minutes, continuing to stir as needed. Next, stir in the seasoning, sauce, diced tomatoes, and salsa. Stir and cook the ingredients until thickened (about four to five minutes).
Remove the skillet from the heat and stir in half of the cheese.
To layer the ingredients for baking, start by separating the dough into biscuits. Cut each biscuit in half and then cut each half in half and those halves in half again. Each biscuit half should make four pieces so that there are eight per biscuit.
Place the biscuit pieces in the bottom of your prepared baking dish and then layer the ingredients from the skillet over the biscuits. Use a rubber spatula or similar item to give the ingredients a quick stir.
Top the ingredients with the remaining cheese. Bake the bubble up casserole for 25-30 minutes uncovered until the biscuits are golden brown and fully cooked through. Carefully remove the casserole from the oven and allow it to cool for ten minutes before serving. You can serve the bubble up with with toppings such as additional cheese, green onions, sour cream, or shredded lettuce.
