Prepare. Preheat your oven to 350f. Also prep your baking pans for nonstick. Parchment paper works in this recipe.
Dry Ingredients for Cookie. In a medium bowl, use a whisk to combine together the flour, cornstarch, baking powder, baking soda, ground cinnamon and salt.
Wet Ingredients. In a large mixing bowl, beat the softened butter, granulated sugar, and brown sugar together on medium speed until creamy and lump-free (about two to three minutes). Then scrape down the sides of the bowl and mix in the egg and vanilla extract.
Combine. Set the mixer speed on low and gradually add the dry ingredients from the second step mixing until just combined. You may need to stop the mixer and scrape down the sides of the bowl.
Scoop. Use a cookie scoop (a large cookie scoop was used to make my cookies) to scoop out the cookie dough, roll the dough between your hands, and then use a bottom of a glass or the palm of your hand to gently press the rolled dough onto your cookie sheets about two inches apart.
Creamy Cinnamon Sugar Topping, In a clean bowl, combine together the butter, sugars, ground cinnamon and flour. Then evenly spread this mixture over each of the flattened cookies, leaving about a quarter inch from the edges of the cookies.
Bake. Bake the cookies 10-12 minutes or until the edges are golden and the centers are slightly soft and underdone. Then allow the cookies to fully set and cool on the baking sheet before moving on.
Frosting. To make the frosting, beat together the softened cream cheese and butter until smooth and combined. Beat in the vanilla extract and then stop the mixer and scrape down the sides of the bowl. Set the mixer to low or slow speed and gradually add the powdered sugar and mix until you reach a smooth texture. You can then transfer the frosting to a piping bag.
Cinnamon Sugar Sprinkle. To make the cinnamon sugar sprinkle, in a small bowl use a whisk to combine together the ingredients.
Assemble. Once your cookies have fully cooled and set, you can add the frosting either using a piping bag or a frosting knife (icing spatula) Then top each cookie with your cinnamon sugar.
