Preheat your oven to 350 and prep a baking pan for nonstick. Parchment paper was used to make my bars. Also, unwrap your candies and carefully slice them in half.
In a medium bowl, use a whisk to combine together the flour and the baking powder.
Next, in a mixing bowl, beat together the softened butter and the sugars (granulated and brown) until creamy. Then beat in the eggs and the vanilla extract.
Add the dry ingredients from the first bowl to the mixing bowl and mix until just combined. Then use a rubber spatula to fold in half of the halved unwrapped Rolo candies.
Transfer the mixture to the prepared baking dish and use the spatula or your hands to gently press the dough in place so that it is evenly spread out.
Place the remaining candy on top of the dough, gently pressing them in so that part of the candies are still exposed.
Bake the cookie bars for 20-25 minutes or until the begin to turn golden brown.
Allow the cookie bars to fully cool before slicing them into servings.
